Dr. Aisha Noor supports the agreements. She says libraries and malls cannot serve every neighbourhood, and schools already have washrooms, large rooms, and familiar locations. Her proposal requires a heat-alert trigger, trained staff, water stations, and a public transport plan. She does not claim every school is suitable; sites would need reliable cooling equipment and an accessible entrance.
